CMOR: Promoting & Advocating Survey Research
CMOR is a 501(c)(6) non-profit organization which works on behalf of the survey research industry:
- to improve respondent cooperation in research
- to promote positive legislation and prevent restrictive legislation which could impact the survey research industry
CMOR membership is comprised of more than 150 organizations, including industry trade associations, research providers, end users or client companies, academic institutions and individuals. All of these CMOR members work together to protect the integrity of the marketing and opinion research process by improving respondent cooperation, improving the research process, and positively impacting privacy and other legislation related to survey research.

Donna is the Director of Operations for CMOR. As such, she is responsible for overseeing both its Respondent Cooperation and Government Affairs initiatives.
Donna is not new to CMOR. She has been involved since 1994, beginning as a Legislative Assistant, monitoring and responding to legislative issues on behalf of the association. Later, in 1997, she came on board at CMOR full time as Research Counsel, working on legislative, regulatory and respondent cooperation issues and served as Director of Government Affairs from 1999 to 2004. While working at CMOR, she was involved in both internal and external Government Affairs efforts and was also involved in various Respondent Cooperation efforts, including assisting in the drafting of interviewer model introductions and the Your Opinion Counts brochure. Her role included authoring government affairs articles for several research industry publications, presenting at industry conferences and holding CMOR Privacy Law Seminars for the survey research industry. Prior to working at CMOR, Donna worked for the Council of American Survey Research Organizations (CASRO) and New York State Legislature. She is a graduate from the State University of New York at Albany, where she majored in English and double minored in Criminal Justice and Political Science. She has her J.D. from Touro Law School and is a member of the New York and New Jersey Bar.
Howard Fienberg, Director of Government Affairs

Howard Fienberg is CMOR's Director of Government Affairs. Howard has more than eight years of public policy experience prior to joining CMOR. He began his Congressional experience serving as Senior Legislative Assistant to then-Congressman Christopher Cox. When Rep. Cox left to chair the Securities and Exchange Commission, Howard moved to work as Senior Legislative Assistant for Congressman Cliff Stearns, who helped craft data security legislation pending in Congress and was the author of legislation creating the Do Not Call registry. Howard has been his Congressmen's key adviser on energy and environmental issues, finance and banking, foreign affairs, healthcare and science. Howard also served more than four years as Senior Analyst with a science policy think tank, the Statistical Assessment Service (STATS), specializing in epidemiology, energy and environment, new technology and polling. At STATS, Howard was tasked with improving the understanding of science and research among journalists and policymakers. Howard received an MA in International Relations from the University of Essex in England, and a BA in Political Studies from Trent University in Canada. He has also studied abroad in Scotland and Russia.
LaToya Rembert-Lang, Esq. - State Legislative Director

LaToya Rembert-Lang, Esq. is the State Legislative Director for CMOR; monitoring and responding to state legislative activity across the US. During her tenure at CMOR, she has also served as Government Affairs Assistant, Government Affairs Analyst, and State Legislative Coordinator. LaToya has performed wide-ranging legislative and policy research in her previous job roles as International Law Research Assistant for the University of Cincinnati College of Law, Legal Extern for the Ohio Civil Rights Commission and Law Clerk for The Kroger Company. She received her Bachelor of Arts in Political Science from the University of Cincinnati; her Juris Doctor from the University of Cincinnati College of Law where she was the recipient of the Florence O’Leary Scholarship and served as Editor-in-Chief of the Immigration and Nationality Law Review. LaToya is a member of the Ohio and District of Columbia Bar.
Patrick Glaser, Director of Respondent Cooperation

Patrick Glaser is the Director of Respondent Cooperation for CMOR. As part of this role, Patrick oversees the design, implementation, and analysis of CMOR studies. He also works with volunteers in the profession on the development of solutions to improve respondent cooperation. Prior to joining CMOR, Patrick worked in a variety of roles for numerous public and nonprofit research projects, and his expertise and interest spans across telephone, Internet, mail, and in-person data collection methodologies. Patrick has his Masters of Public Administration and MA in Survey Research from the University of Connecticut, Department of Public Policy.
